Title "Member States' Request for Electoral Assistance to
the United Nations System", please note that Namibia
(1989) and Eritrea (1993) were not Member States at the time
electoral assistance was provided - Namibia became a Member
State on 23 April 1990 and Eritrea became a Member State
on 28 May 1993. Kosovo, Palestine and Western
Sahara are not Member States.
- Please
refer to A/49/675, Annex III for definitions of the seven
different types of possible United Nations responses to requests
for electoral assistance.
- This
form of assistance was previously referred to as "Follow &
Report".
- Angola:
5/1991 is the date of the signing of the Estoril Agreements.
- Approximate date.
- Cambodia:
10/1991 is the date of the signing of the Paris Agreement.
- East
Timor: On 5 May 1999, the Governments of Indonesia and Portugal signed
an agreement under which the UN is responsible for the organization
of popular consultation on the autonomy of East Timor.
- Eastern
Slavonia (Croatia): Based on Security Council Resolution 1037(1996),
the United Nations Transitional Administration for Eastern Slavonia,
Baranja, and Western Sirmioum (UNTAES) was established on 15 January
1996 with a mandate "to organize elections, assist in their conduct,
and to certify the results".
- Indonesia:
Date of signature of technical assistance project by the Government
and UNDP.
- Mozambique:
Date of the signing of the General Peace Agreement.
- Under
the Plan for independence in Namibia, approved by the Security Council
Resolution 435 (1978), the United Nations was mandated to supervise
the elections for a Constituency Assembly.
- Tajikistan: Under the provisions of UNMOT’s
mandate.
- Based
on Security Council Resolution 690 (1991), a United Nations Mission
for the Referendum in Western Sahara was established.
