Monitoring Mechanism on UNITA
Sanctions
Fact Sheet
Continuing in its efforts to
strengthen international compliance with the sanctions measures
adopted against the UNITA (Uniao Nacional Para a Independencia Total
de Angola), the Security Council adopted resolution
1295 on 18 April 2000 by which it established a Monitoring
Mechanism composed of five experts for a period of six months.
The Mechanism will collect information and investigate further
leads relating to allegations of sanctions violations
with respect to arms
and related materiel, petroleum and petroleum products, diamonds,
funds and financial assets, and travel and travel representation as
contained in resolutions 864
(1993), 1127
(1997) and 1173
(1998); in addition, it
will take into consideration any relevant leads contained in the
report of the Security Council's Panel of Experts on Angola sanctions
established August 1999, pursuant to resolution 1237.
In carrying out their mandate, the Monitoring Mechanism’s
experts will conduct visits to appropriate countries, report
periodically to the Sanctions Committee on Angola, and submit a
written report to the Security Council containing, inter alia,
recommendations aimed at improving the implementation of the measures
imposed against UNITA.
The creation of the Monitoring Mechanism signifies the Security
Council’s continued resolve to a) intensify its efforts to identify
sanctions violations b) take additional measures against UNITA on the
basis of the review to be submitted by the Monitoring Mechanism; and
to c) consider appropriate action in relation to States it determines
to have violated these measures.
