G. President's statements

Assign Content Code B17 to statements of Presidents of UN bodies (for example, statements by the President of the Security Council) issued as individual documents or indexed as analytic records.

Statements by the President of the Human Rights Council

Formal statements by the President of the Human Rights Council are agreed by the Council and issued within its sessional report along with adopted resolutions and decisions. They may be issued first as draft documents of limited distribution (the acronym PRST may be an element in the document symbol). Assign Content Code A17 to the record for the draft document containing the President’s statement and assign the corporate name heading (tag 710) for the President of the Council.

In the report of the Council, the agreed President's statements bear sequential numbering preceded by the acronym PRST and the session number. Index them analytically like adopted resolutions and decisions, but assign Content Code B17 instead of Code B01, and do not assign tags 992 or 996. Assign reciprocal tag 993 (Related Documents) if the statement was issued first as a document bearing a document symbol, and place a blank as the indicator value in tag 993. If the date the statement was made is identified in the item, cite it in a general note (tag 500). Since the statements are agreed or adopted by the Council, assign the corporate name heading (tag 710) for the session of the Council in addition to the corporate name heading for the President of the Council.

Statements by the President of the Security Council

Formal presidential statements are published as individual cocuments. (An unofficial version of the text is reproduced in the press release summarizing the account of the meeting at which the statement was made). Prior to 1994, they were issued in the general Security Council series (i.e., S/[sequential number]). Since that time, a special prefix (S/PRST/-), followed by four digits representing the year in which the statement was released, is used to identify them. A new numbering sequence is established at the beginning of each calendar year.

The following tags are used:

  • In tag 089, assign B17;

  • In tag 191, add X15 in subfield 9

  • In tag 239, begin with the word "Statement" followed by a formulated title representing the meeting, the date and item under consideration in square brackets, place 1 as the first indicator;

  • In tag 245, record title and statement of responsibility as it appears on the title page; place 0 as the first indicator;

  • In tag 710, assign the corporate name heading for the President of the Council;

  • In tag 995, add summary of the statement (for ITP);

  • Do NOT assign tags 992 or 996.
