WHO IS ELIGIBLE?

  • Staff members in the General Service category serving at duty stations who have been recruited from outside the country in which duty station is located or in respect of whom the United Nations assumes an obligation to repatriate;
  • The allowance shall not be paid to a staff member whose nationality is that of the country of the duty station.

    Note: Members of the Field Service and staff members recruited specifically for a mission shall not be eligible for the allowance.

AMOUNT OF ALLOWANCE

  • Staff members with no dependent spouse or child: U$2400 per year
  • Staff members with a dependent spouse or child: U$3000 per year

OTHER CONDITIONS

  • The allowance is no longer payable to new staff members. The staff members who as of 1 July 1990 were in receipt of the allowance but did not qualify for the payment of any of the three elements included in the mobility and hardship scheme (i.e. hardship, mobility and non-removal elements) will continue to receive the amount of the allowance for as long as they qualify for the payment of the allowance. 
  • For staff members at Headquarters duty stations, as a transitional measure, staff members who were in receipt of a non-resident's allowance on 31 August 1983 may continue, while eligible, to receive the non-resident's allowance at the rate and in accordance with the provisions in effect before 1 September 1983.
  • The allowance shall be paid for a maximum period of five years at the duty station.
  • Where both husband and wife are staff members entitled to the allowance, the allowance will be paid to each at the single rate. If they have a dependent child or children, the allowance will be paid at the dependency rate to the spouse having the higher salary level and at the single rate to the other spouse.
